For the second time this season, Dallas Cowboys safety Roy Williams has been fined by the National Football League for a “horsecollar” tackle; he was fined $15,000 for a tackle on Buffalo Bills running back Marshawn Lynch during the Monday night game between the Cowboys and Bills. What was unusual was that the penalty called was for an incidental facemask, not the tackle. Last month against the Chicago Bears, Williams was fined $12,500 for a similar tackle against Bears tight end Desmond Clark.
